you heard, bart trains are not running yet. bart strike is over but there are staffing issues. doesn't mean it won't run this morning, just not running right now. i think more people will just get on the road. this will be a transitional day for the morning commute. let's go out and take a look at what we have now with the east shore freeway. it's a little foggy. we don't see a lot of traffic here anyway. let's go to the bay bridge toll plaza. the traffic is moving along nicely. we're going to see more people on the roads. not going to be as bad as yesterday. bart will run this morning. it's not running now. they are trying to staff the trains. not going to be as bad as tvs yesterday. and by this afternoon, bart says they'll have all the trains staffed, all the stations staffed. >>> westbound 580 traffic does look good. we have reporters we're going to hear from when it comes to bart. at this very moment , there is no service. let's go back to the desk. >> thank you very much. not running at this time . ktvu channel 2 reporter tara moriarty is live with these newest developments. >>

walnut creek near the bart station where trains were expected to be running an hour ago. what you are looking at are these passengers getting on charter buses because the trains at this point are not running. bart is working out some of the staffing issues as it tries to get back up to full capacity. some passengers are confused. more on the morning commute. but we want to reiterate trains are not running but charter buses are. >> good morning. good to be back. let's check in with steve to see what the weather is going to be like as the commuters start hitting the roads. >> encounter thick fog. we have a dense fog advisory until 9:00. some of the fog is thick. also thickens up here as we get going the next couple hours. thick fog still warming. cool cold by the beaches except towards santa cruz. they won't be that warm. 70s and 80s. 40s and 50s, a little chill and reduced visibility because of the fog. the mornings are cool. san francisco it was near 80. today we'll go 59 for a high and currently 49 degrees. a lot of lows all over the place. the fog is in place. not going anywhere

there could be a settlement to end the bart strike. the official word could come at any minute right now. let's get straight to kristen ayers in oakland. kristen. >> it appears we are just seconds away from a major announcement being made. you can actually see behind me union leaders gathered and a number of politicians. we have been waiting for this announcement for several hours now. we have been waiting since 5:30 as talks continued inside both fbiu members and union members have been inside of this building and the word is they have been hammering out a settlement. we heard lots of hints they reached that settlement. we had no official confirmation. it's important to note that authorities are telling us earlier if a settlement was reached by 6:00 p.m. tonight, that would be in time for trains to run tomorrow. it's unclear with this announcement coming at sock, as we 10:00, or any other time tomorrow. that is still unclear. now one thing that is important to remember here is even if settlement has been reached, both unions will have to bring the proposal forward to their members before an

to be no train service. the people had to leave the b.a.r.t. station. they pulled the gates closed and the people started to make their way to the charter bus staging area where people have been the past several days. one piece of confusion or i guess of several parts of confusion here is some of these people have not taken this charter bus service before. they thought they were coming back because they thought the train service would be on but that is not the case. b.a.r.t. is telling us they don't have the staffing because this decision came sort of late in the night. they didn't have time to guarantee how many people would be available to be at work this morning. one of the major b.a.r.t. unions atu 1555 tweeted out they apologized for this, that they are working to get people staffed. for now the advice is you should plan on taking either the charter bus or the ferry service if you need to be across the bay this morning. we caught up with one woman who was here a moment ago, as the station was closed down and she said that news comes just too late for her. >> he don't know what time any train

right now with breaking news. >> a frustrating morning for bart commuters of the trains were supposed to get rolling two hours ago but service is just now getting underway. >> good morning. >> trains are rolling. the past few hours have been a scramble. riders thought trains would be running turned up at the station to learn not enough workers returned to work to run the trains. our news reporter is at the walnut creek bart station. >> there are no trains in walnut creek yet. there are passengers waiting to arrive on platform. they are relieved the strike is over. they are still showing signs of frustration. this is the second time this station has opened today. it opened at 4:00 this morning. riders were on the platform, ready to go. then they are kicked out and doled bart would be closed until "further notice" because not enough people showed up for work the people should find another way to work they were told. that was upsetting. >> we were told service would start at 4:00 a.m. but they had nobody here to drift -- drive the cars. >> plan "b" showed up around 4:30: shuttle buses.

the moment we've feared is here. bart workers are on strike this morning. the announcement was made yesterday evening. we have team coverage all morning providing you with the latest drive times and the best ways for you to get a news conference with s-e- i-u is about to get underway. that is one of bart's unions. they are going to talk about what lead up to the strike and why a deal has not yet been reached. standing by at the lake merritt bart station is kron 4's mike pelton. they put these issues on the table but for six months river never told that these were primary issues we reach an economic framework. we moved to their direction on pension. we move to their direction on health care. we lowered our wage proposal and that all of a sudden these issues were discussed at the table. these are due breakers by the district. we see essentially as an effort to jam the unions and do exactly what they've done is force us out on strike. we spent six months working on that economic framework so we have agreement. in other words if the district in the union have an economic agreement we do

deal to end the b.a.r.t. strike. good evening, i'm julie haener. >> i'm frank somerville. for the past several hours, sources have been telling ktvu news, that b.a.r.t. and its unions are close, very close to ending the strike. within an hour, a tweet says at the metropolitan transmission where the announcement of a settlement is shortly. jana katsuyama has been talking it to her sources. what can you tell us? >> reporter: frank, just in the past minute, you can see behind me, the mayor is here. members of the seiu and atu have come down from the 3rd floor where they have been meeting tonight, and it has been a waiting game. about 7:00, the mayor came out, and as you mentioned, she put out the tweet. at 7:00 she said there was going to be an announcement shortly. i'm hearing from some of my sources upstairs there was some sort of agreement that the unions signed. you can see here the crowd, there is the mayor in the middle, and then we have members of the union, and behind in the lobby, just behind this group, i'm seeing more people coming in. members of b.a.r. t. management team and n

begin with breaking news in the east bay. a bart train has hit and killed two men on the tracks. this was the scene from chopper 5 a short time ago. this happened along jones road between the walnut creek and pleasant hill stations. kpix 5's brian webb reports. >> reporter: ann officially this is a bart police investigation. and it's kind of turned into an eerie scene out here. the crowds have cleared out, the workers who came down here to see things for themselves, they are gone, too. what is left is this empty four- car bart train standing still on the tracks frozen in time and the bodies are still near the tracks about 500 feet to the south of us covered with tarps and there are a few bart officials running between the two scenes. this is what we know from bart management so far. two employees were hit by an out of service train about 2:00 north of the walnut creek station. they were working on a reported dip in the track at the time. by procedure one of them was supposed to inspect the track, the other was supposed to be a lookout for incoming train traffic. both are said to
